During the panel, Hoseok Jung of SEUM emphasized the need for expedited, practical discussions on institutionalizing digital assets in Korea, voicing concerns that recent legislative efforts—such as the Virtual Asset Business Rights Act and its second phase—have leaned too heavily on regulation and punishment, rather than promoting industry growth. He stressed that “for the digital asset industry to thrive, the focus should shift from regulation to providing clear, constructive guidelines.”
